❌ Insurance cards — policies renew annually, so campers re-upload these. Carried-over items will show in the Tasks tab as "insurance missing" until they do.

Safe to run more than once — items already carried over are skipped rather than duplicated.

Reset all billing_status to "draft"
Clear bill_submitted_at and bill_paid_at dates
Clear payment_method and fees
Increment billing year to 2027
